Unable to delete chats in Desktop (windows)

**Describe the bug**

Unable to delete past chats in 1.47.0 Windows Desktop app.

As per #9701, I have tried deleting chats by going to Session History.

There are supposed to be actions, including a delete button, when you hover over chats.

But I do not see any actions at all (see screenshot).

Steps to reproduce the behavior:
1. Go to 'Session History'
2. Hover over any chat.
3. Note absence of actions/buttons

There are supposed to be actions available when hovering over a chat, including a delete button.
