### What happened?
I didn't find any mention in the specification that would justify https://github.com/a2aproject/a2a-tck/blob/73d170d5c95e5cd34f6f33323cd1f79c94fce86e/tests/mandatory/protocol/test_agent_card_mandatory.py#L122 check requiring that agent card skills array should not be empty list.
