Consolidate bulk operations into one view?

Bulk operations are split between the sidewalk and crossing tab. Especially since there's often an order to apply them and it involves going to both, it could be a simpler UX to put them all on one tab.

The trouble is that there are two map views that're relevant. When generating crossing nodes, the user needs to see the crossing view and adjust filters for the junctions. That view pretty deliberately hides all the noisy lines. Maybe the bulk page could show the lines by default, and when the user opens the control for crossing nodes, it switches? Or maybe that's more complicated than the current design.
