Should sidewalk-like ways be styled as sidewalks?

`highway=footway, footway=sidewalk` is styled and counted as a separate sidewalk. But sometimes sidewalks are tagged differently, like...

If it counts as a separate sidewalk, probably best to classify it that way and make all the logic follow from there?
