"Change the boundary" tool should also be present in the left panel

Beschreibung
I sometimes want to change the boundary of a neighborhood. The current implementation asks me to choose the neighborhood, and then to edit its boundary (top-right menu).
It would feel a lot more intuitive if the "Edit boundary" was located just aside of the "Edit name" icon.
