Import pedestrian plazas for Krakow and #449.
From what I know so far,
1) Bring in the areas as areas, just render them.
2) Bring in the linear pedestrian highways as bidirectional bike lanes + sidewalks. (Later, proper shared use trail)
Don't know what I don't know yet. Hopefully routing can just use the linear pieces and we don't need to deal with arbitrary movement around the plazas. Also hoping building connections will just snap to the linear paths in a reasonable way.
