Can't view lower levels of multi-level roads

When roads overlap, I can't find a way to view traveler behavior on lower levels. This is becoming an issue on the South Seattle map because the closure of the West Seattle Bridge is causing gridlock on Spokane St. No surprise there, but I'm not able to view Spokane St effectively to diagnose the issue or try to make changes because it's hidden by the overlying West Seattle bridge.
