15 min neighborhood routing issues

Again, thanks for those great tools!
I found a few issues within the 15 min neighborhood feature and couldn't find any existing tickets, so here it is:

First, in the walking mode see screenshot below:
* I think it should be allowed to route through (at least) residential roads with no sidewalks. For example [this way
](https://www.openstreetmap.org/way/303205772) or [that way](https://www.openstreetmap.org/way/300370622) don't have sidewalks
* Then I'm not sure why the "reachable" zone, doesn't extends more to the west (on the same road), as there are sidewalks all the way, my guess is that it requires crossing the road (but there is a sidewalk too. It should probably be fine to cross the road outside of sidewalks on (at least) residential roads.

In cycling mode,
* Probably because of [this way again](https://www.openstreetmap.org/way/303205772) but it should be able to cycle through it.
