cyclists don't use highway=path

It seems that cyclists in a/b street don't use `highway=path` with `bicycle=designated` but drive on the carriageway instead. This makes the traffic simulation unrealistic in my city as almost all cycle ways are mapped that way as they are shared with (but segregated from) footways.
