Filters in Alter Yoast SEO capabilities roles doesn't work

Description

If I use the example code of the filter view_site_health_checks_roles from developer portal, I cannot see it adds the Site health check menu item under WP admin > Tool section for the chosen role. I understand this is from Health Check & Troubleshooting plugin so I have the Health Check & Troubleshooting plugin activated. Once I activate the snippet, I could not see the Site health menu items under tools when I log into my local site as a seo editor or editor.

Also, I tried the wpseo_manage_options_roles filter and could not see the Yoast SEO settings for allowed roles [seo editor]. I can see only redirect and workouts.
