Research direction
The report names Xcodes 2.4.1 on macOS Sequoia 15.4.1 but provides no source file, test, or entry point. Start by reproducing the Apple ID authentication and Xcode 16.2 download flow, then trace the failing authorization step. Done means authentication succeeds and the selected Xcode version downloads correctly.
