Describe the bug
When installing 15.3 this morning, the progress bar got stuck and didn't go away until I closed Xcodes.
With all the changes in the last few months, I probably broke this.

To Reproduce
Try installing a new Xcode version and watch the progress bar on the dock
Expected behavior
Progressbar should clean itself up after xcodes install.
