Experimental Unxip fails for Xcode 15 beta 6

Describe the bug
When attempting to install the latest Xcode 15.0 beta 6 it will download and go into the unarchiving step. Although the step mentions this can take a long time, I've left it for over a few hours and it still doesn't complete.

To Reproduce
Steps to reproduce the behavior:

• The issue was observed on an M1 MacBook Pro with experimental unzip feature turned on
• Additionally on the M1 if you turn off the experimental unzip feature it will download and unzip but give a warning that security check failed
• Neither of the above issues happen on an M2

Expected behavior
Xcode 15.0 Beta 6 can be successfully installed on an M2 with experimental unzip feature enabled

On an M1 with experimental unzip turned off you still get a security failure message but the app did seem to properly install to the Applications folder

Start by reproducing the Xcode 15.0 beta 6 installation on an M1 with experimental unzip enabled, then compare it with the disabled setting and an M2. Trace the unarchiving and security-check steps; done means the beta installs successfully on the affected M1 without hanging or reporting a security failure.
