Make the smart.who.int a simple resource page, for member states/partners to access published SMART Guideline resources:

Update html/css formatting in table for published SMART Guideline resources

Add missing links to published L2/L3 resources

Update L2 links so they point users directly to the xls/pdf versions of DAK components (not to IG-DAK pages)
