Description
Portuguese (Portugal, AO90), Dutch (Formal) and German (Formal) are not listed on available language packs. If language packs are only available for e.g. formal and not for default, the language is not displayed.
Languages without a Rosetta site should be listed, too.

Research direction
Reproduce the language-pack listings on the Plugin and Themes pages using Portuguese (Portugal, AO90), Dutch (Formal), and German (Formal), then locate the code that builds those available-language lists. Confirm that languages with a Rosetta site missing are still displayed when a formal pack exists, and verify the corrected listings on both example pages.
