Description
I noticed that the search bar positioning is not consistent with Forums and Developer Resources.
| Forums | Developer Resources | Plugins (new design) |
|---|---|---|
Perhaps we could update the bar to look like this? It would also make it more clear that this is a global search field and does not allow you to search within categories.

I would also suggest that we add the search bar to individual plugin pages to maintain parity with the current theme.

Research direction
Start by locating the search bar on the Plugins listing and individual plugin pages, then compare their placement with the Forums and Developer Resources designs shown in the issue. Done means the global search is visually consistent and is also present on individual plugin pages; confirm both views at desktop sizes against the proposed screenshots.
