Browse all button in the block inserter is not working in new pattern editor.

creating a new pattern in the Pattern Directory, the "Browse all" button in the block inserter doesn't respond when clicked.

In the regular WordPress editor, clicking this button expands the inserter and displays all available blocks. However, that doesn't happen here.

I tested this on both desktop and mobile devices and was able to reproduce the issue consistently. I've attached screen recordings from both devices.

Steps to reproduce:

1. Open the Pattern Directory editor.
2. Open the block inserter.
3. Click the "Browse all" button.
4. Notice that nothing happens.

Expected behavior:
The block inserter should expand and display all available blocks.

Actual behavior:
Nothing happens when the button is clicked.

Begin at the Pattern Directory editor's block inserter and compare its Browse all behavior with the regular WordPress editor. Reproduce the issue using the listed steps on desktop and mobile; done means Browse all expands the inserter and displays all available blocks in both environments.
