Description
The ArrayDeclarationSniff has code to record a metric. Probably a left over from something upstream which was adjusted. The classOpeningStatementSniff has this too at the moment.
Can this be removed ? or do we want to be able to record WP specific metrics ? and if so, we may want to define which metrics we want to measure and implement this.

Research direction
Inspect ArrayDeclarationSniff and classOpeningStatementSniff to find how their metrics are recorded and whether anything consumes them. Resolve whether these metrics should be removed or whether a defined set of WordPress-specific metrics is needed; the work is done when that decision is implemented consistently.
