Turn the badge ideas collected in #3487 into a public proposal with a clear checklist and responsibilities.

Collect the ideas gathered internally in #3487
Draft a public proposal so everyone can add input
Define a checklist of who can earn which badge and how
Assign responsibilities and a timeline
Coordinate official badge changes with the Community and Meta teams
Context
The badge system is seen as intransparent. Idea collection happens in #3487. Discussed in the June 27 Office Hours (#17).
