Add a lightweight way for contributors to prioritize Office Hours topics so urgent items are visible.
Tasks
- Choose a prioritization method (reactions, a Priority field, or labels)
- Define who can prioritize and how often it is reviewed
- Apply it to the migrated topic list
- Feed the priorities into the meeting agenda
