Move the Office Hours topic list from the personal project board into the WordPress/Learn repository so it is public and team-owned.
Tasks
- Decide the storage form (issues with a label, a project board, or a Discussions category)
- Migrate the existing entries from github.com/users/rfluethi/projects/10 without losing context
- Document how contributors add and review new topics
- Link the new location from the Office Hours recaps and the handbook
Context
The topic list currently lives on a personal project board, which is a single-maintainer dependency. Discussed in the June 27 Office Hours (#14).
