What are you reporting?
Unlike in the video, in the live preview or WordPress playground there is NO "Replace header" option in the menu to select. This persists even after updating WordPress and activating the 2024 theme.

This prevents things being asked for from being accomplished. Have not succeeded in using "delete then add" as a workaround as have not (yet) found the way to pull off the add.
