What are you reporting? :
I don't see why "Click on 'Create a New Blank Theme.'" before "Export Zip". It just exports a zip of a blank theme page.
I had to clone an activated theme on a plugin page before "Export Zip" to successfully export my customed theme.

Recommended solution
Cloning activated theme before customization would have been even better by the way.
