Description
A user was confused by the prompt to display Learn.WordPress.org in German, sharing this feedback:
I was checking out the courses which really seem very well done and will enjoy diving into. However, while I feel very comfortable with the english content, I discovered that there is a featured link to content in my language ("learn wordpress also in german"). I thought this might be helpful to recommend to some of our customers but after clicking on it, the (german) course content is still 90%+ in english.
On my end, when I clicked the "Français du Canada" link, I still saw the fully English site at:
https://learn.wordpress.org/?locale=fr_CA
It seems like the language prompts are promising an experience that is not actually being delivered, leading to confusion. I wonder if we should remove these prompts for the time being – what do you think, @adamwoodnz @jonathanbossenger @westnz ? Also cc'ing @ndiego in case this has come up elsewhere.

Research direction
Start by reviewing the locale prompt and the Learn.WordPress.org URL with the ?locale=fr_CA parameter mentioned in the report. Determine where the prompt is generated and whether its links lead to substantially localized content; done should mean the misleading prompt is removed or its behavior is aligned with the available translations.
