Description
What is the new page you are requesting?
From WordPress 6.1, there is a new header in style.css that prevents third party themes from being updated by the wrong theme, if there is a theme with the same slug in the theme directory.
For a detailed explanation please see https://core.trac.wordpress.org/ticket/14179#comment:106
How will this new page help you?
It will help theme developers set an update URI for themes that are not on WordPress.org.

Document how theme developers can set an update URI for themes not hosted on WordPress.org; the new theme handbook page is complete when it explains this use case clearly.
