[Theme handbook] Links on the reference page point to codex

Issue Description
The reference pages in the theme developer handbook has lists of links to template tags and conditional tags,
but the links are to the old codex pages.
The list needs to be checked to confirm if it is still complete and relevant.
The page is also missing a link to one of the most important pages, the developer code reference:

Why is this a problem?
It is a problem because the links are outdate and we need to make sure that none of the functions are deprecated and that any new functions are added.
