Bitpacking in lib/source/pl/lib/std/time.cpp (to_local, to_utc) doesn't correctly handle big endian pragma

Description
#pragma endian big
std::time::EpochTime epoch = std::time::epoch();
std::time::Time t = std::time::to_utc(epoch);
std::print("{}, {}", epoch, t);
Prints "Invalid", because the bitpacking here doesn't take endianness into account correctly.

Research direction
Start in lib/source/pl/lib/std/time.cpp at the bitpacking near line 14, then trace how to_local and to_utc use the packed time value under #pragma endian big. Reproduce the issue with the example in the report and verify that the conversion prints a valid result while preserving the expected behavior for other endianness settings.
