Description

https://github.com/WebAssembly/wasi-libc/pull/606 makes ioctl() return ENOTSUP when called with the FIONBIO flag in wasip2. @pchickey suggested that this operation should maybe be supported for sockets (though not files): https://github.com/WebAssembly/wasi-libc/pull/606#discussion_r2294949144

Research direction

Start with wasi-libc pull request 606 and its discussion, then trace the wasip2 ioctl() handling for the FIONBIO flag and how sockets are distinguished from files. Done means determining and implementing whether FIONBIO should be supported for sockets while retaining ENOTSUP for files, with validation in the relevant existing tests.
