Description
Hi,
Running:
$ scripts/fuzz_opt.py
will work just fine, but:
$ cd scripts && ./fuzz_opt.py
will not because it expects the bin/wasm-opt file to be in the current directory.

Research direction
Start with scripts/fuzz_opt.py and reproduce the two invocation forms shown in the issue, especially from within scripts/. Check how it locates bin/wasm-opt. Done means ./fuzz_opt.py works from scripts/ while scripts/fuzz_opt.py continues to work from the repository root.
