Description
We could simplify the output of MemoryPacking under TNH by not emitting the globals that track dropped segments or the code that checks those globals.

Research direction
Start by locating the MemoryPacking implementation and the TNH handling that emits globals for dropped segments and checks those globals. Trace the generated output to confirm when traps cannot occur, then verify that the simplified output omits both pieces without changing other MemoryPacking behavior.
