Description
Section 2.2 of Bundled Exchanges spec says:
primaryUrl The URL of the main resource in the bundle.
Does this mean that the bundle's index section must have an entry for primaryUrl? If so, "Parsing the index section" section should check that condition.
(Also, that would imply that requirements of exchange URLs are applied to primaryUrl too.)

Research direction
Read Section 2.2 of the Bundled Exchanges specification and the “Parsing the index section” section. Determine whether primaryUrl must have an index entry and whether exchange-URL requirements apply to it; done means the specification states the requirement consistently in both relevant sections.
