Description
When NextUpdate is in the past, signed exchanges are invalid. dump-certurl and dump-signedexchange do not currently check these dates -- they should.

Research direction
Start by locating the dump-certurl and dump-signedexchange entry points and reading how they process OCSP responses. Verify the handling of NextUpdate, including an already-past date, and add coverage for both commands; done means expired OCSP responses are rejected so the signed exchange is not treated as valid.
