I don't see it in https://wicg.github.io/webpackage/draft-yasskin-httpbis-origin-signed-exchanges-impl.html#application-signed-exchange or https://wicg.github.io/webpackage/draft-yasskin-httpbis-origin-signed-exchanges-impl.html#cbor-representation or https://wicg.github.io/webpackage/draft-yasskin-httpbis-origin-signed-exchanges-impl.html#canonical-cbor. (Ditto for latest draft.)
But AFAICT this is required by chromium, and IIRC it was in a previous version of this spec.
