The installurl seems unnecessary (or just like way out of scope or blows up the scope of the proposal)

Description
It would be good to remove installurl from the initial proposal.
The manifest already has the start_url so this seems redundant.
It would be good to just focus own <install> just allowing installation of the current document based on its manifest.

Research direction
Read the initial proposal and compare the roles of installurl and the manifest's start_url. Confirm that the proposal can omit installurl and limit to installing the current document based on its manifest; the scope is complete when that narrower proposal is agreed.
