Description
Tools that track spec incubations (browser-specs, Webref) can only track specs for now, not explainers. This work seems active. I'm wondering whether the explainer could be turned into an initial draft spec so that we could add the spec to the list and extract definitions, IDL, etc?
This would unblock https://github.com/w3c/browser-specs/issues/2255

Research direction
Start by reviewing the explainer and the linked browser-specs issue 2255, along with the referenced browser-compat-data pull request. Produce an initial draft spec that browser-specs and Webref can track, with definitions and IDL available for extraction.
