Description
Should perhaps be a regular workflow with things like:

Must accept terms
-
Banned
-
Awaiting manual accept (?)

Registration should be completed after the user was logged in and created. (Essentially the state "incomplete".)

It should be possible to change the state of already registered user if new terms apply.

Make sure orgs specify which data they will require
