Start by running WARP Processor on Windows 11 x86_64, following the reproduction steps in this issue. Trace the UI behavior while the window remains on top and cannot be moved; done means the window opens normally, can be moved immediately, and does not block the UI for 10–20 seconds.

Bug Description:
This window can't be moved initially and stays on top (on top of everything in Windows.)
Only after 10-20secons I was able to move it.

Steps To Reproduce:
Run WARP Processor.

Expected Behavior:
It works.
