Description

It's possible to import from a header file now and miss out on defines (commonly requested for wincrypt.h for example). We should investigate if it's possible to include these in the type system, whether by importing as enums a constant library, or some other mechanism.

Research direction

The issue names no files, tests, or entry points. Start by tracing the existing header-file import path and how imported types are represented in the type system; done means defining a mechanism for exposing named defines such as those in wincrypt.h.
