Description
Describe the bug
On platforms where pip does not exist, we should either not offer to install dependencies with an explanation that pip is not installed, or just fail more gracefully with a warning that the user must install pip for their python as appropriate for their install/platform.

Research direction
The issue does not name a file, entry point, or test. Start by locating the code that offers or installs dependencies with pip on supported platforms, then reproduce the missing-pip case. Done means the behavior either avoids offering installation with an explanation or emits a clear warning telling users to install pip for their Python and platform.
