[Desktop Mode - SteamMachine] Desktop Mode taskbar & windows don’t respond to mouse

Please describe your issue in as much detail as possible: Clicking anywhere on open applications or the taskbar acts as if the window/taskbar isn't there and clicks on the the layer behind it or doesn't register at all. this issue persists until you spam right click a bunch of times OR press alt+f12 then alt+f1. It’ll then be good for a few seconds before the issue comes back. Issue persists regardless of which update channel I’m on stable or beta, switching on legacy x11 mode doesn’t solve the problem either.

Steps for reproducing this issue:

1. Turn on the machine
2. Go to desktop mode

Start by reproducing the issue from the listed boot-to-Desktop Mode steps on SteamOS 3.8.26 Build 20260827.1, checking both stable and beta channels and legacy X11 mode. Investigate why clicks reach the layer behind open applications or fail, and compare the behavior before and after repeated right-clicks or Alt+F12 followed by Alt+F1. Done means taskbar and application-window clicks consistently reach their intended targets.
