Keyboard modifier shift key stuck randomly

Please describe your issue in as much detail as possible: after upgrading to 3.8.x: upgrades from 3.7.x

When entering desktop mode, randomly it wil stuck the “shift” key. This was first noted when trying Konsole and trying to select one previous item with arrow up. Instead of showing me recent commands, it will do nothing. In Firefox, all my letters where in caps and when selecting one file, it wil select multiple. I tried using physical keyboard, steamlink keyboard and virtual keyboard. When in turn keyboard layout off and on again, it Will “reset” and operating like it should (releasing shift)

Steps for reproducing this issue:

1. Go to desktop mode
2. Do things like configuring games or something, doesnt really matter what i do
3. Randomly hits and stuck shift
4. toggle keyboard layout off and on again to “reset”

Start by reproducing the issue in SteamOS Desktop Mode after upgrading from 3.7.x, using Konsole, Firefox, and the physical, Steam Link, and virtual keyboards described here. Compare the behavior before and after toggling the keyboard layout. Done means identifying the trigger for the stuck Shift state and verifying that it no longer occurs across the reported input methods.
