Opted into SteamOS beta?: Currently on Stable; tried switching to Beta — issue reproduces there as well

Please describe your issue in as much detail as possible:
Device: Steam Deck OLED 512GB. No Decky Loader or any third-party plugins installed.
Since updating, every time the device resumes from sleep, all physical inputs stop working: buttons, sticks, triggers, D-pad, trackpads, Steam button and "..." (QAM) button. Only the touchscreen (and power button) keep working. This reproduces 100% of the time, regardless of which game is running or whether a game is running at all. Sleep duration does not matter.
Two things restore input:
Switching to Desktop Mode via touchscreen and then back to Gaming Mode — input works again immediately. (This kills the running game, losing unsaved progress.)
Waiting: after several minutes input recovers on its own.
Important detail about the "self-recovery" state: after input comes back on its own while a game is running (tested in Hollow Knight), the "..." button opens the in-game pause menu instead of the SteamOS Quick Access sidebar, and the sidebar cannot be opened at all. This suggests that after resume the Steam Input layer is not receiving/handling events, and after partial recovery raw input reaches the game directly, bypassing Steam.
Steps for reproducing this issue:
Put the device to sleep in Gaming Mode (power button), with or without a game running.
Wake it up.
All inputs except the touchscreen are unresponsive. Wait several minutes for input to partially recover, or switch to Desktop Mode and back to restore it fully.
I have submitted a system report from the device (Settings → System → Submit report) right after reproducing the issue, on July 28, 2026.

Research direction
Reproduce the issue in SteamOS 3.8.16 by sleeping and waking the Steam Deck in Gaming Mode, with and without a game running. Check whether physical inputs, Steam and QAM buttons, and the SteamOS Quick Access sidebar recover immediately without switching to Desktop Mode or waiting several minutes. A fix is done when resume consistently restores normal input handling.
