Please describe your issue in as much detail as possible:

I have a USB to 3.5mm dongle. I find on reboots/startups from shutdown that often the volume gets reset to 100% instead of the volume where I last left it. I believe in older versions of SteamOS it didn't change the volume. I feel it shouldn't reset the volume.

Steps for reproducing this issue:
  1. Reboot/cold startup with a usb audio dongle.

Research direction

Reproduce the issue with a USB-to-3.5mm audio dongle, recording the volume before shutdown and after a reboot or cold startup on SteamOS 3.8.16. Compare whether the saved level is restored or returns to 100%, and identify the startup audio-volume path responsible. Done means the previous volume is retained across restarts.
