Steam toast notifications such as friends starting game causes a massive 5-10 second frame lagspike/freeze then the game locks at 30fps after this event. Performance setting is set at high and 60fps framelock. Requires restart or sometimes goes back to 60fps after a few minutes.

Steps for reproducing this issue:
  1. Launch a game on your device
  2. Have a friend launch a game on their device to trigger steam toast notifications on your game
  3. Popup causes extreme lag and 30fps frame lock

Research direction

Start by reproducing the issue on the listed Steam Machine with SteamOS 3.8: launch a game and trigger a Steam toast notification from a friend. Observe the 5–10 second freeze and subsequent 30fps lock, and compare behavior after restarting or waiting. Done means the cause is identified and the notification no longer produces the reported performance regression.
