Symptoms

When attempting to start the game in DX11 mode, the game shows a black screen and then crashes to desktop.
Game starts properly in DX9 mode, but it stutters and has uneven frame pacing and bad performance.

Reproduction

In the game's graphics settings, go to the advanced graphical options and switch from DX9 to DX11. The game will ask you to restart, at which point it will crash after showing a black screen for a few seconds.

DX9 bad performance and stuttering is immediately visible in the Main Menu before you load into the game and persists when you start playing.
