Symptoms
Game installs and goes through initial setup process but doesn't launch. This also happens when not using prime-run %command%.
I noticed that on ProtonDB (https://www.protondb.com/app/212030) there are reports of version 3.16 working with the game. I have confirmed this and funny enough once I install the game with this version I am then able to launch the game with Proton Experimental. The game had some heavy freezes while playing but was able to still launch and continue an old save of the game from Windows when I played a few years ago.
