Im not shure, it`s steam issue, or proton/sc/all of this.
SC rumble not work in games running with Proton without tweaks like this

Tested with games: Code Vein, Resident Evil 6 and 7, Witcher 3
Not shure about native games, tested only on CS:GO and rumble work fine, but i think it because game use SCAPI as default
Steps for reproducing this issue:
- Run steam on desktop/big picture
- Connect SC and setup feedback settings for controller and game
- Run any game via Proton
