I confirm:

• that pressing the Play button in the Steam client is sufficient.
• that runtime config options are necessary to run the game.
• that no workarounds other than PROTON_* env variables are necessary.

Issues

• I haven't experienced any issues.
• There are no issues left open for this game.
• Although I consider the gaming experience equal to Windows there are remaining issues:

The game runs and plays well at full quality (and also did so on my prior AMD Radeon 6990 at fastest quality) but the following issues remain:

1. sometimes conversation text boxes don't go away after you've spoken to someone and just hang around on screen, irritatingly. A restart is required to eliminate them.

2. graphical artefacts appear if you change graphics quality settings while running the game - again, a restart is required to get everything working normally.

No source file, test, or entry point is named. Start by reproducing the conversation text-box and graphics-setting artefacts for Steam AppID 389740 under Proton 3.16-8 Beta on Ubuntu 18.04, then trace the relevant Proton or Wine subsystem. Done would require fixing both behaviours and verifying that restarting is no longer necessary.
