Description
Is your feature request related to a problem? Please describe.
An incredibly helpful neovim plugin is dial.nvim. It adds enhanced increment/decrement functionality, like for booleans, dates, semvar, and loads more.
Describe the solution you'd like
An emulation of this plugin, even without all of its features, it's pretty rich.
Describe alternatives you've considered
An alternative would be writing my own, but would much prefer it to interact with other emulated plugins

Research direction
Start by reviewing the linked dial.nvim plugin and the existing increment/decrement behavior in VSCodeVim. Define which parts of dial.nvim emulation are in scope and how the result should interact with other emulated plugins; completion should include a documented feature scope and corresponding behavior.
