Description

Is your feature request related to a problem? Please describe.
The command bar is currently integrated into the bottom most section of vscode, which makes it hard to find some times as it is very cluttered with other vscode features.

Describe the solution you'd like
If there could be a separate command bar for vim command mode above the bottom pane, It would make it easier to view the commands you are typing.

Additional context
A good reference would be how the ideavim plugin does it in rust rover.
Here is a screenshot for example:

Research direction

Start by reviewing the current command-mode UI in VS CodeVim and compare it with the linked IdeaVim reference screenshot. The issue names no files, tests, or entry points, so the relevant command-bar implementation must first be located. Done means command-mode input appears in a separate bar above the bottom pane and is easier to view.
